ADVERTISEMENT FOR BIDS Project No. 3827-16 City of Lobelville TN 55 South Main Street | Lobelville, TN. 37097 Separate sealed Bids for the construction of the City of Lobelville, TN 2024 Sewer Collection System Rehabilitation – consisting of the rehabilitation of approximately 5612 LF of 8” gravity sewer using cured-in-place liners, various types of manhole rehabilitation, heavy cleaning of approximately 1940 linear feet of 8” sewer, 1393 LF of 8” sewer line CCTV, repair of approximately 5 services and 4-point repairs on 8” sewer lines as shown on the Drawings in accordance with the Plans and Specifications will be received by the City of Lobelville at their office located at 55 South Main Street, Lobelville, TN 37097 until ­­­­_Thursday, January 9, 2025 at _10:00_ AM (Local Time), Central  Time Zone, and then at said office opened and publicly read aloud. This project is being supported with American Rescue Plan Act, Coronavirus State and Local Recovery Fund grant funding.  Therefore, certain restrictions and other federal requirements attach to this opportunity. The allotted time for construction is 150  calendar days. Copies of the CONTRACT DOCUMENTS MUST be obtained at the office of GRW Engineers Inc., located at 404 BNA Drive, Suite 201, Nashville, TN 37217, or our website at grwinc.com, upon payment of $50.00 for each set which includes a digital copy with a bid packet for bidding. If a paper copy is requested, the cost will be $100.00. Payment is not refundableBids from anyone not on the Engineer’s Plan Holders List will not be opened.  Anyone bidding the project must purchase the documents from the Engineer. Official plan holders list will only be the list maintained by GRW Engineers, Inc.  It is the sole responsibility of all plan holders, whether they have received digital downloads or paper copies of the plans and specifications, to periodically check for Addenda. The City of Lobelville hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for any award.  The City of Lobelville is an Equal Opportunity Employer.  Any contract that uses federal funds to pay for construction work is a “federally assisted construction contract” and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60.  We encourage all small and minority owned firms and women’s business enterprises to participate.  No bidder may withdraw his bid within (60) days after the actual date of the opening thereof. All bidders must be licensed General Contractors as required by the Contractor's Licensing Act of 1994 of the General Assembly of the State of Tennessee and qualified for the type of construction being bid upon. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. A detailed listing of all subcontractors shall be provided by the Bidder.  In accordance with the Contract documents, documentation that the prospective general contractor and its subcontractors meet minimum qualifications shall be provided and submitted.  Subcontractors must also not appear on Sam.gov disbarment list. Mark-ups on contractor work or Cost Plus Overhead will be disallowed for reimbursement. A bid bond or certified check for five percent (5%) of the total bid amount must accompany each bid.  The successful bidder will be required to furnish a performance bond in the amount of his bid and shall, before entering on the work of said contract, be licensed as a contractor of the State of Tennessee.
