Buffalo River Review


The Perry County Commission, at its regular monthly session in January, approved on first reading a list of proposed bridge and highway dedications, and set the February meeting for second and final approval after the list had been made available to the public for comment.
  The list includes the following:
--bridge across Cypress Creek on Buck Fork Road off Highway 412 as “Dick Ayers and Zach Pope Memorial Bridge”;
--bridge on Lick Creek Road coming into Pineview as “Roy Bell and David O’Guin Memorial Bridge”;
--bridge beside Mr. R.P. Spencer’s home as “I.I. and J.J. Long Memorial Bridge”;
--bridge on Toms Creek Road crossing Roans Creek near Mr. R.P. Spencer’s home as “Louise and R.P. ‘Tip’ Spencer Memorial Bridge”;
--bridge on Cane Creek, across from former Enon Baptist Church in the Mennonite Community, as “Oscar Wood and Pope Chandler Memorial Bridge”;
--bridge crossing Cypress Creek on Denton Road as “William D. ‘Bill’ Chandler Memorial Bridge”;
--change location of “Duncan-Shannon-Spencer Memorial Bridge” from crossing Shannon’s Branch on Roans Creek to the bridge on Roans Creek Road between Kevin Tinin’s and Rattlesnake Ridge;
--bridge on Jones Hollow Road, crossing Cane Creek near Highway 438 East, as “Zachary Caleb Mann Memorial Bridge”;
--dedicate Cedar Creek Road from intersection of Highway 128 to Lego School Road as the “Billy Edwin Richardson Memorial Road.”
  The motion to approve the list on first reading, subject to second reading approval in February, and to make the list public, was made by Mary Ann Qualls, second by Ben Carroll, and carried 11-1 with Lannie Dedrick passing.
  In 2009 the Commission approved a motion requiring all road and bridge dedications be presented for approval in January of each year, at the same time the County Road List is approved.
  Road Superintendent Gary Rhodes presented the 2010 County Road List to the Commission at the January 25 meeting, with two additions in District Three: .76 miles on Hill Street, and .10 miles on Hill Street “Y” Road. The additions connect Hill Street from the Linden city limits to the intersection with Lick Creek Road.
  The motion to approve the County Road List was made by Eddie Ledbetter, second by Jeff Graves, and carried unanimously.
  Commissioner J.B. Trull asked Mayor John Carroll if the County Road List could be published in the newspaper prior to the 2011 January approval. The list must be approved annually per state law.
  Following up on discussions from the December meeting, the Commission approved a new resolution on distance between businesses that sell alcoholic beverages and churches, schools, and other locations of public gatherings.
  Brewer Land Surveying reported the distance between Fatman’s and Howard Methodist Church at 509 feet. The Commission, by a 10-2 resolution vote, set 500 feet as the minimum distance requirement for future permit approvals by the Beer Board. On the vote, Austin Pevahouse and Adam Sanders passed. The motion was made by Beer Board Chairman David Trull, second by Jarrod Richardson.
  Action on roofing at area schools was tabled until more up-to-date bids can be received.
  The Commission took action or heard discussion on the following matters:
--approved appointment of Commissioner Dedrick to his first term, and Commissioner Richardson, John Skelton, and Elizabeth DePriest to second terms on the UT Extension Committee;
--approved Perry County Election Commission software license agreement with MicroVote, at a cost of $6,650;
--approved all quarterly reports as presented by various departments;
--heard a report from Sal Russo, who plans to attend a recycling conference, at his own expense, and update the Commission at a future meeting on better ways to handle recyclable materials;
--heard a report from Friends of Mousetail Landing State Park. Ranger Jeff Ransford said the volunteer Friends group is organizing a crappie tournament for April 10, 2010. All money raised will be used for improved offerings at the park.
