NOTICE OF EXPLANATION The City of Lobelville intends to undertake improvements to the current water system. These improvements are needed to improve water conditions during disaster situations. Portions of the project are located in the 100 year floodplain. Proposed improvements to the water system cannot be undertaken in any other location. There is, therefore, no practical alternative to the proposed project. The proposed improvements to the existing water system conform to all applicable State floodplain protection standards. It will not impede the flow of waters nor cause an increase in the flood elevation. Special construction consideration will be exercised in the floodplain area of the project. The proposed action will not affect natural or beneficial floodplain values as it is simply improvements to the existing water system. Failure to provide these improvements could result in the loss of water to residents during disasters.
